The public local passenger traffic must be ensured after the regionalization law (RegG) due to the precaution for existence by the legislator for the population.
In the regionalization law (RegG) the federation transferred the responsibility to the countries. So that the countries can fulfill the tasks, receive the countries conveyances of the federation, the regionalization means.
Allocation that regionalization means
The conveyances of the regionalization law (RegG) effected from the oil tax arising and amounts to for:
2006 7,053, 1 million euro
2007 6.709, 9 million euro
starting from 2008 6,609, 9 million euro.
These means are tied and must be used priority for the rail local passenger traffic. The countries receive the following percentage shares from these regionalization means the available.
- Baden - Württemberg 10,44 %
- Bayern 14,98 %
- Berlin 5,46 %
- Brandenburg 5,71 %
- Bremen 0,55 %
- Hamburg 1,93 %
- Hessen 7,41 %
- Mecklenburg-Vorpommern 3,32 %
- Niedersachsen 8,59 %
- Rheinland - Pfalz 5,24 %
- Saarland 1,32 %
- Sachsen 7,16 %
- Sachsen - Anhalt 5,03 %
- Schleswig - Holstein 3,11 %
- Thüringen 3,99 %
The regionalization means must be used mainly for the rail local passenger traffic. However the countries from the conveyances of the regionalization law may do all promoting, that is helpful to the local passenger traffic. Z can do that. B. its:
Use of the regionalization means
- Improved train connections in the suburban traffic (z. B. Clock connections)
- improved binding between the Verkehrsträgern
- promotion of bus stations
- promotion of stops
- promotion of dynamic passenger information
- promotions for vehicles if certain quality standards are wished
- to promotion for information and sales systems
- promotion for improvements of blind ones or handicapped humans in the vehicles or generally the infrastructure
- and. v. m.
The regionalization means may be used for everything, that is helpful to the local passenger traffic and promotes. The border of the promotion is appropriate for themselves in the means. Also conveyances can be spent only once, the Zweckverbände of the countries must often make the decision, whether the timetable is to be rather promoted, or things those the quality of the transport in the suburban traffic increase (z. B. Dynamic passenger information or counting suppl. doing TZE of operating control systems).
